Metrc Transfer Guidance for Distributors & Dispensaries Available

OCM and Metrc have released guidance for transfers to dispensaries that have not yet converted inventory in Metrc.


Overview

A Seed-to-Sale (STS) system tracks the lifecycle of cannabis from the time a plant is planted through harvest, processing, packaging, laboratory testing and sale of completed cannabis product(s) to a consumer. To ensure regulatory compliance, all licensees are required to secure an electronic inventory tracking system that is capable of integrating with the NY STS Tracking System (Metrc).

Additionally, permitted laboratories are required to send cannabis product laboratory testing data for licensees to Metrc. A STS system helps the Office of Cannabis Management (OCM) regulate the adult-use and medical cannabis industries by providing insight into the supply chain.


Integration Timeline

OCM recognizes how essential a seed-to-sale (STS) system is to maintaining the integrity of New York’s cannabis industry and has worked with Metrc to develop an integration deadline for all licensees of December 17, 2025.

  • All retail licensees must be credentialed in Metrc by December 17, 2025.
     
  • Retail licensees will have until January 12, 2026 to enter all existing inventory into the Metrc system. This will allow retailers to continue sales of existing inventory if a retailer was unable to get their existing inventory information into Metrc by December 17.

December 17, 2025:  

All active licensees—cultivators, processors, distributors, retailers, microbusinesses, registered organizations, and labs—whether currently operational or not, must be credentialed in Metrc.

 

To become credentialed into the Metrc system:

  • A business owner or administrator must complete the New York New Business Fundamentals Trainingin Metrc Learn.
  • After completing the training, Metrc’s credentialing team will send login credentials.
  • The designated administrator must log in and set up the business account, then add additional employees as needed.

Inventory requirements by December 17:

  • Cultivators, processors, distributors, and labs must have all existing inventory entered into Metrc.
  • Microbusinesses must have all existing inventory at their cultivation, processing, or distribution facilities entered into Metrc.

 

January 12, 2026:   

Retail facilities, including retail dispensaries and microbusiness locations performing retail activities, must have all existing inventory entered into Metrc by this date.

 

Additional Reminders:

  • The deadline for all retail licensees to be credentialed in Metrc remains December 17, 2025.
  • Retail facilities must purchase Package UIDs and associate all existing inventory to a Package UID by January 12, 2026.
    • Retail ID Enforcement Schedule:
      • December 17, 2025 – Retail Item IDs are required for transfers from Processors to Distributors.
      • February 28, 2026 – Retail Item IDs are required for transfers from Distributors to Dispensaries.
  • Retailers are not required to purchase Retail Item IDs and may receive inventory from Distributors without Retail Item IDs on each unit until February 28, 2026.
  • Retailers should continue working with their third-party integrators to enter existing inventory information into Metrc by January 12, 2026. Retailers are encouraged to complete this step as soon as they can.
  • Retailers must continue submitting weekly inventory reports to OCM via the portal until further notice.

 

Important Considerations for Retailers Without Existing Inventory in Metrc by December 17

Retailers may continue selling existing inventory after December 17; however, they may not sell any inventory acquired after December 17 until all inventory has been entered into Metrc.

  • To receive new inventory after December 17, retailers must already be credentialed in Metrc.
  • Retailers should continue collaborating with their third‑party integrators to ensure accurate reporting throughout the transition.
