About the NYSEE Plan
Pursuant to the Cannabis Law, the Cannabis Control Board is charged with the creation and implementation of a social and economic equity plan in consultation with the Chief Equity Officer and Executive Director, and after receiving public input. The goals of the plan include the promotion of racial, ethnic, and gender diversity when issuing licenses and the promotion of diversity in commerce, ownership and employment, and opportunities for social and economic equity in the regulated cannabis industry.

About the Implementation Report
The Marihuana Regulation and Taxation Act (MRTA) sets out one of the nation's most comprehensive and progressive legal frameworks for the regulation of the adult-use cannabis, medical cannabis, and cannabinoid hemp industries, with a focus on ensuring the greatest possible participation by communities historically impacted by cannabis prohibition. Pursuant to the MRTA, the Office of Cannabis Management and the Cannabis Control Board are charged with assessing the progress of implementation of the MRTA over the three years that have passed since it was signed into law. This report was developed in collaboration between the Office of Cannabis Management and multiple State agency partners and provides an overview and key measures of the significant progress made to implement the legislative intent of the MRTA.
